Then you need a bunch of resources to fix it, which include the solar panel fragments you salvage from rusted panels undersea. I can't remember if that recipe is in the character's crafting or a recipe in a specific work bench.
Btw, it's the same for wind turbines I guess. There's a damaged wind turbine that the same merchant sells too. I haven't seen a recipe to fix the turbines yet, but there's a few stations I haven't built yet.
Each type of power source requires one relatively rare component: solar panels require quartz (Small Rock Island is an easy place to find that), while turbines require steel. Turbines generate a consistent 3 power units, while solar panels generate four in daylight, and two at night (no idea how they generate power in darkness - suspension of disbelief applies, I guess). To give you a point of reference, an automated turret requires six power units, so you'll need two turbines to power it. Other things in the base draw more or less, with the electric furnace drawing the most at 10.
