The weapon cases do reappear. Appears there's at least 3 separate container spawn rates.. safe/locker being unique and only spawning once, weapons crate being non-unique and spawning at a slow rate, and likely all other containers being non-unique with the fastest spawn rate.
You'll eventually see the weapons crates, particularly on T4/T5 islands.
To be clear:
1: Pale green safes do not respawn
2: Black and green security chests (the heavy iron ones) do not respawn.
3: Green wooden weapon boxes (the long flat ones) DO respawn.
4: Covered caches (the piles of boxes covered in blue canvas) DO respawn.
From testing on Reefside Camp, where there is both a green wooden weapon box and a covered cache, they appear to respawn at the same rate.
Safes and security chests *seem* to have randomized but levelled contents that depend on the level of the POI where they're found. This can make getting blueprints for things you actually need very difficult now.
Covered caches and wooden weapon boxes contain low-level loot only; you'll tend to get endless repeats of low-level furniture blueprints from them and only occasionally will you actually get anything useful: the stuff from these containers is mainly useful for selling to the trader in exchange for silver coins.
I personally believe (and believe quite strongly) that safes and security chests SHOULD respawn, although they could do so at a slower rate than everything else. At the moment, there's almost no incentive to attack strong POIs again once you've done so once and got the safe, because there just isn't enough reward or benefit.

None that I know of. I agree that it's galling to wonder if you missed something when you looted an island, but at the moment, there's no way of knowing if you have or not.
I commented on this when the patch notes hit for a recent update saying that some blueprints were only in safes. Silly idea. The real fans probably have no safes left to loot and are building big bases. Good way to punish their bigger fans eh? Can't imagine what they were thinking with this idea. Put new building component blueprints inside something that their biggest fans probably cannot get. Weird.
