Paddle boat sound

The paddle boat is obnoxiously loud, even when not using it. It seems like changing the volume in the sound effects settings does not help. Has anyone had a similar issue and am I missing how to fix this?

Yes, annoyingly loud, avoid this boat and go the sail.
