It’s spread around under the water.
You could also get antibiotics from trader, eat food (I’ll add some health) or simply sleep, as that will help to recover health.

I seem to find it near seaweed stalks. You can grab it by hand (I got two from one plants).

Did you find it? If you follow optimistic cynic you'll find the right area. Circle the mansion and also circle district 43 you'll find it too

It is a red bush on the ocean floor. Just swim up to it and press f when you get the message

I am struggling to find some. So far I only found 2! One of which was around the mansion.

I was just trying to find this info to help my husband with healing and understanding how to heal. Thank you for posting this and the answers within. Now, maybe less finding body and more surviving :D

He found some near where he was at as I was looking. Underwater next to a huge abandoned building, so maybe near buildings a good place to check. They are kinda big and they are red. Round and Red shapes from distance :)
