Can't join multiplayer

I am trying to host a server with friends. When a friend tries to join it says "server full" or similar. It will allow some friends in, but not others. I have the server limit to 15 players, but it's telling us 3 players is too many.

Tips for fixing this? Our servers are all set to the same region, we've tried restarting the game.

please, double-check if all of your friends have the latest version of the game 0.1.20

Thanks Maximummax. The latest friend to have the issue had just finished downloading the game, then tried to join us immediately after so I assume it was on the latest version.
