Windows 10: Confirmed working! Instructions follow to install dependencies.
I can confirm that JASF, downloaded via Steam on Windows 10 Pro, running on an X370, AMD Ryzen 7 and AMD Vega 64s in Crossfire RUNS perfectly fine, but requires some dependencies. Read on to get a description and download those dependencies. I took the trouble to create a solution for you all because I want to help keep good classic flight sim games like this alive.

The game would not initially run and returned the following error:

System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.DirectX.Direct3D, Version=1.0.2902.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies

So I installed Tom Clancy's HAWX (first one) off of a DVD disc, and it installed three dependencies that not only HAWX needs, but JASF require as well: Visual C++ 2005 Redistributable (file version 2.0.50727.762; file name: vcredist_x86.exe); second dependency is .NET Framework 3.5 Setup (product version 3.5.30729.01; file name: dotnetfx35.exe); and the third is DirectX setup which includes 113 different CAB files ranging from between 2005 and 2008. The main setup file is DXSETUP.EXE (product version 4.9.0.0904).

I've listed as much of the official information above and I would advise you to find the original files off Microsoft's website, but because they may be hard to find and there is a risk that there are malicious duplicates floating around out there, I've zipped up all of the dependencies straight off of the HAWX installation CD. (NOTE: I have NOT included any copyrighted content, only the DirectX, .NET, and Visual C++ redistributables that are freely shared by Microsoft). The filename is "HAWX_and_JASF_dependencies.zip" and it's MD5 hash is 968a31a96cdcba907c5f1aa6f55de736.

If you don't know what an MD5 hash is, it is a unique hash that only this particular file has. If anyone tampers with the file or contents, the hash changes. So I recommend downloaded WinMD5 or QuickSFV and verifying the hash of the downloaded file, before opening it.

All those dependencies are distributed for free from Microsoft.. A quick google search should get you link to the Microsoft website download pages to get them.

Although, you may get most of them from Steam.
1) Go to your Steam library
2) Change Games to Tools
3) Then install Steamworks Common Redistributables
You should then be able to go to the content folder and install what you need.
The folder might be this one on your computer:
C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist

Check your Windows Installed software list to see what you have already got installed or what is missing.
