I just read something here and it says the game doesn't track achievement progress, is this true???

You read correctly. All in one session, without shutting down the game, for the 500 notes. It actually tracks the notes (and other persistent stats) using the windows registry, but something is wrong and it does not work correctly for the achieve unless you do it in one session.
