they just dont really do it like that, is it because of company size, development nuances, or other reasons - only they know
Idk what people expect from a small team working in an already niche genre. Uni2 is in a good state, it doesn't need constant balance patches like an NRS game. Adding new characters takes resources that FB is quite short on. The community always has to keep smaller FGs alive, and that's what's happening here. There's still a strong competitive scene for Uni2 and it will likely stick around for another 5+ years. FB makes good games and lets them stand on their own merits.
If you want a larger playerbase of casuals then get your friends into Uni or just move to a more mainstream game. FB just doesn't have the resources to compete with games like GGST or GBFVSR, even though they make far better games.
brother preach i say preach
"The gameplay is fire, the characters they have are awesome but hold up, im not gonna play this game cuz they are only releasing 2 characters a year instead of 4."
If you don't like any of the characters now, you won't like any future ones. The same people who made the characters you don't like now, are designing the future ones.
