It's all about inputting it correctly and timing it right. You'll actually want to be crouch blocking first to block the low, so the actual input should be 171A,D. Ideally you'll want to time this input so that you'll block the low string if that's what they do, jump back and do j.A if they Assault, and tech the throw if they throw, all at once with just that one input.
Wait until just a moment after they're right in front of you so you can block the low and not get caught standing or trying to jump. If they don't 2A, you'll jump backwards. Here you'll want to time your AD input so that you'll press A and then almost immediately afterward press D. Do it right and you should get j.A and not air Shield. If they try to throw you, it'll be right before you jump backwards, and that A,D input will cover the throw.
