Sorry to hear that the issue still persists for you.
I have a few steps that I could suggest seeing if this may bring out a different result for you. Could you try these steps for me please?:
1. Could you close Ubisoft Connect via the Taskmanager and clear the UC Cache? By clearing the cache, the launcher will initialize itself upon restart:
https://www.ubisoft.com/en-gb/help/article/000061966
2. Delete the Download Cache on Steam. That can help with certain issues.

PLEASE NOTE: Make sure you keep note of your login details for both Ubisoft and Steam as you get asked to log in again once clearing the caches.
3. Then type "Run" in the windows search bar in the bottom left corner, open it and type %programdata%. Once there, Delete the Ubisoft Folder.
4. Type %Appdata% (same way as mentioned in step 3) then > click local > and delete the Ubisoft folder there. Open the temp folder and delete everything in it (please make sure that if certain files cannot be deleted, leave them in there) and close the window
5. Lastly, Type "Settings" in the search bar, then click on "System" > "Storage" and click on temporary files. And remove the files in there (if you do not wish to remove files such as download make sure it's unticked)
Restart your PC and login to Steam, try to repair your storage folder as this can also help to resolve certain issues with game files that are damaged, missing or corrupted. On the Steam client, click on Settings >> Storage >> click on the 3 dots on the top right >> Repair Folder
At last, verify the game files:
