What's the difference between the fixed and moving anchor, thank you

Anchors are for connecting two points with each other. By pressing Q or E you set a starting anchor. When you now shoot your web to another point, it will be connected with the starting anchor.

Difference is:

fixed => when you shoot a second and a third and a fourth (...) web to different points, all those points will be connected to the starting anchor

moving => when you shoot a second and a third and a fourth (...) web to different points, the starting point will move to the point you shot at last. so you make a chain from starting point to point 2, from there to point 3, from there to point 4, and so on
