Also, there was a known bug where using the default full medium video settings would make cloaked enemies appear completely invisible (no visual distortion while moving whatsoever). It was supposedly patched out some time ago, but who knows with these things.
This slight distortion that the invisable ability have is very faint, so maybe that's why some players just assume that they can't be seen at all, who knows really. Imo, if you look for a invis player and are fast enough to look in the general direction they are in due to the sound cue, then they usually can't act out as fast as when you have your back toward them.
moving slower also helps with not outlining
