How to activate DLDSR?

I use AMD and just tried enabling Radeon image sharpening. It does make visuals more clear, but at the same time it doesn't fix the problem and in a way makes the image look like even more of a mess.
Edit: All of my graphic settings are at Epic. Resolution scaling is at Quality/100, all of the options look bad, but I'd say that Intel XeSS at Ultra Quality looks the best. Eats the most FPS too, had to set shadows and post-processing on low to stay at 144 FPS.
also in nvidia control panel they have an enhance anti aliasing option
also sharpening
