Because those are the people the matchmaker has assigned you.
If you are even moderately skilled at the game (and not cheating) it will always be quicker to get you into a match with two lesser competent players. The game has a tiny playerbase (avg 6000-12000 on Steam).
At least 20-30% of the playerbase cheats and this inflates the topend of the ELO curve. For the purposes of "how do I get skilled teammates" this creates a huge artificial gap between the average (legitimate player) and cheaters + skilled players.
The tiny playerbase exasipates issues with desync and latency. Players are often playing inter-region, and being shot through a wall or instakilled in what seems like one hit isn't always a hack. But it also means the teammate that does 2,000dmg and dies 7 times might not be bad - they might just be playing on 235ms against people their shots don't register on.
The end result is that the matchmaker cannot effectively track or compensate for actual player skill, and thus cannot make balanced lobbies at any time other than peak.
If you're playing outside peaktime (globally) and in your matchmaking region - you will have a bad time. If you're playing when there are a majority of cheaters in your region - you will have a bad time (and your teammates will seem incompetent). The matchmaking regions aren't fixed - if there are no lobbies available for your selected gamemode on your region - you WILL get a 230ms match on the other side of the globe.
The only reason to play is if you can enjoy the game casually or......really like the artstyle or something. Approaching it competitively will always end in frustration unless you're in a dedicated squad of 3+ or cheat.
This. I don't understand people getting all worked up over other players having a bad match. It happens to the best of us. I have matches where I wipe teams and others where I swear I only have 1hp and my gun has no more than 100dmg per mag because of server issues. I have sessions where I'm burn't out from real life but I still want to unwind and have fun even though my aim and reaction times are affected.
You're up there in what can be considered "experienced". If you're not playing with a pre-made, you will inevitably be used to balance out the team aka "carry". Should new and inexperienced players have to face full stacks of sweatlords all by themselves?
Nevermind I overlooked that OP was complaining that their teammates (who are often close in score and dmg to them) have "too few kills for their level"
I'm a level 75 with just under 3000 kills OP. Look at the screenshots I posted. I'm not bad.

My homie I'm not gonna act like bad team mates don't exist but after looking through those screenshots and then trying to see what you are saying is hard when in one of those screenshots in particular, you are objectively the worst in the team.
When you play alone against 6 players, in objective are, do you become worst or not ?
this guy hit the nail on the head in these few comments and OP you say you teammates are not even on the same level as you but there are no real differences between you and your team mates the thing that stands out are your assists and objectives are usually lower which makes me think you are not in the thick of it at times with your teammates, maybe your not as team oriented as you think
this game is unforgiving at times but you know what id play with any of your teammates and be happy stop being so hung up with stats
There's simply not enough for the matchmaking system, be it SBMM or EOMM to match you what is determined a FAIR MATCH - There's not enough players.
The Finals is well beyond what you could consider approachable, and that doesn't help with retention, either. You either get destroyed, quit playing - Or you carry the team, lose, and get pissed off for losing cause you think the system is rigged against you.
When such an insanely competitive shooter has such a small playerbase? Your best option is just to play with friends, and hope they match your skill level.
Embark need to find a solution to the lack of player retention.
its good to get kills if they are attacking but if you have nothing or little in objective score in an objective based game then yes you are bad not the otherway around.
