RTX is ruining the performance?

I bought myself RTX 4060 and 144hz screen, but the game rarely goes higher than 80 fps. The game is running on low graphics and no improvement. I noticed that the game has settings for raytracing, which is always on, even if low and static it has no effect on the performance. What is going on? Is the game this badly optimized? Or dumb forced raytracing is ruining the experience?

we only know your monitor and graphic specs, whats your processor? how much ram do you have? provide a bit more detail

32GB RAM, Intel Core i7. The monitor is fullHD, not 2k. It should be able to run the game perfectly, yet it doesn't. It's still playable, but it's not perfect either

i'm on a 3070 + current gen i5 + 64gb of DDR4 and it runs fine @ UWQHD 75hz for me, with everything maxed out.

Also a 4060 is literally the "cheapest" model you can buy, OF COURSE the game is not gonna run butter smooth!
