i think though, however, its because i have boost turned on in my GPU control panel. i think somehow having it turned on in GPU panel and in game was causing something to ♥♥♥♥ up a bit

i have hags off in windows
low latency turned to ultra in gpu control panel
reflex turned to on+boost in game.
you loose a few frames by having reflex/low latency in game turned to on+boost
in my case about 4fps, but the latency reduction is MASSIVE
and i don't mind playing at 90-110 instead of 94fps-114fps
for a huge and i mean huge latency reduction.

So far I have the best feeling with hags off reflex on too.
FPS is slightly lower but game feels more responsive. Maybe it is a placebo but since I switch game feels nicer, and mouse is sharper.
Btw, my friend have similar CPU (9600k but 3060ti card) and he constantly complains about dropping to 60 FPS in fights. Everything on low. Do/did you have similar problems?
Since changing resolution not making difference in FPS for me seems like CPU is bottleneck but it's chilling in 30-40 usage most of the time.
Seems like nobody bothers about optimization nowadays
i use 1080p, FSR Quality with textures on ultra, view distance on high , everything else medium or low. I do have my CPU overclocked to 4.9ghz all core and am always CPU bottlenecked, ask your friend what he has his CPU clocked at, as the i5 9600k and 8600k are nearly identical. should see what his ram is clocked to aswell
one thing i noticed is that going from 4.6ghz to 4.9ghz on all cores
made a good 20% performance difference, the game seems to really like core frequency atleast on intel. It also causes alot higher CPU temps compared to most games, even ones that also use my CPU to 100% constantly such as spiderman remastered. When the game came out i actually was getting overheating crashes, until i re-pasted the CPU and changed the fan curves in the bios, you could also ask your friend to watch his core frequency when playing as his cpu might be downclocking to keep heat under control causing dips in FPS. (i just have it set to always retain core frequency no matter what, if it gets to hot the cpu will just shut down the system instead of downclocking.)

I don't have space to OC my CPU on laptop, it's far from being cold already (tho I'm fine with my current frames).
But that's definitely should help with dips on my friend system
