BTW, Nexon is the parent company for Embark. So if you don't like "Korean companies", why are you playing a Korean published game ?

NGClient and Blackcipher were removed, as you can tell from the SteamDB diff.
The sad part is that it left behind NGService.exe, though the service is configured to run on "Manual" mode, so it's not like it does anything unless a game starts it, which currently, "Discovery.exe" (aka. "The Finals") doesn't.
And another way I can tell it's gone: I can launch my game without needing to run Steam as admin.
