stuttering after new patch and potential fix

Hey ya'll, I noticed several others are having this issue so I would like to present a potential, but temporary, fix. First off, before anyone says it, my PC specs are very good. Ryzen 7950x overclocked at 5.5, AMD Raeden RX 6800, 64GB of RAM, graphics drivers are up to date, etc etc. It is my baby, i treat her well.

I noticed it upon logging in, my frames even in the menu were "technically" fine, but there was a horrible stutter, like a complete tear for a split second at a time. I got into the new game mode to try it out and I couldnt play it at all due to this horrible stuttering. It wasn't a frame drop, just a complete stutter/freeze for a split second. After lowering all of my settings and messing around for a bit, I noticed the tearing stopped when I switched to fullscreen (NOT borderless). I also noticed the resolution wasn't set correctly, so I swapped it back to 3840x2160 (4k) and the stuttering immediately commenced again. after switching to 1080, the stuttering was mostly gone but still slightly persisted. The smudgy image didn't help my gameplay either.

This issue seems to only be on 4k setting and makes the game completely unplayable for me and others with this issue. Nothing on my computer has changed since the last time i touched this game except the new update.

TLDR: change from 4k to a lower resolution, tearing will still be there but significantly lowered.

Edit: My friend who does not use a 4k monitor loaded into the game and tried a game as well, same issue, but his fix was to swap from fullscreen to borderless and keep his resolution the same.

4K on a 6800 is pushing it with that card. Try switching monitors to a 1440p or 1080p if you have a spare one laying around.

ok serious , reinstall windows can fix the problem , keep your pc clean , don't run multiple client or apps at the same time , optimize windows for gaming , bios settings for better performance , thats it.
