GOOD SMOOTH FPS! G-sync & Nvidia Reflex set to "on", v sync off & frame cap -3 under monitor is the best.
G-sync "on" & Nividia Reflex set to "on" in game, v sync OFF, FRAME CAP 3 BELOW REFRESH RATE, low settings, TAAU. Also disable any texture filtering & Anti-Aliasing options in your GPU control panel. Seems to be the best between latency, smoothness with the most FPS. Give it a try let me know how it works for you and what specs you have. I was at a jittery 145-90 135FPS avg, now a very smooth 165-130, 153FPS avg.

Huge input lag on any settings GTX1660. 1080p 165 Hz Monitor.
90-140 FPS (Low settings) CPU bottleneck\bad optimization at 60-70% usage.
FSR\XeSS get more than 80% CPU usage. Didn't use that.
Unplayable.

Make sure Nvidia Reflex is "on" and not "on+boost" you'll loose fps there. Also if you have G-sync use it. Let me know.

off \ on \ on + boost didn't make a difference. I litterally check all settings in game and nvidia CP. Can't play with "wobble \ rubberish" input.

i9-11900K, 8 Core, 16 Thread
3080
16gb 3600mhz Ram
165hz G-sync "enabled" 1440p monitor
Windows 10 "Because its cool to like vintage things."

Getting 143FPS-153FPS AVG with these settings the game feels great and with the lowest latency. I'm hitting all the shots now.

In Nvidia control panel go to the, Manage 3D setting > Program settings, select The Finals to customize settings.

1:"Low latency mode" select "Off" reflex runs weird if you turn it on through the control panel.
2:"Virtual Reality pre-rendered frames" select "Use 3D application settings". Way less latency with this setting.
3: Optional if you have a G-sync monitor enable G-sync. This really cleans the stutters up giving better latency.
4: You can turn off Antialiasing and Texture filtering options if you want it does help.
5:"Texture filtering quality" select "High performance"
6:"Preferred refresh rate" select "Highest available" Works fine.
7:"Triple buffering" select "off" To much latency if on.
8:"V-sync" select "Use the 3D application setting"

In game settings use
1: TAAU 100%
2:"Nvidia Reflex" select "On"
3:Ray tracing "Static"
4: Set all settings to low.
5: Use native resolution
6: Use Fullscreen
7: V-sync is Optional

Let me know what specs you have, if this helps and what fps you are getting.
Im wondering how difrfrent systems run this game.

The game runs weird when Low latency mode is turned on through Nvidia control panel, also the game seems to run better with "Virtual Reality pre-rendered frames" set to "Use 3D application settings" instead of 1-4 locked. Also when G-sync is turned on the game stutters go away with these setting and the game reacts great and looks really good. I also feel that DLSS doesn't do do squat besides add latency for like 3 fps. The input latency feels the best with these setting and with the most FPS. This game trades latency for fps so finding that balance well lets just say I spent hours trying individual setting in game, in bios, in Nvidia control panel, in Windows and this configuration of setting is the Bee's Knees for a PC near my specs. Let me know if you have any questions.

If your CPU is still maxed out then you know you need a better CPU and GPU to play this game the way you want it to run, for now.
