Then up fire dot by a lot especially on flamethrower.
Granted they never will do that given people already find thinking and planning to hard and want game to turn more and more into just another forgotten gun shooter.
Otherwise ya flamethrower rather sucks and needs anything, I would prefer something extreme mechanically
like make them partially blind and lose a lot of control (like recoil x10 as it were)
or
make it so the flamethrower can really make buildings engulf in fire far more, similarish to goo
or
make the aoe and range much larger like you see in some irl videos and expand in small areas sort of deal
or
idk anything but just simply damage (though that would be better then nothing and make it viable again, but fact is they been nerfing and buffing that for while now).
And the otherwise useless smoke canisters are far to rare and pointless outside the fire.
I mean like have a real thing like idk water added to the map or water/ice nades :D or something just more easy access to, so that its valid to make dot damage be high. Asking a light to toss smoke on you just is not ever going to happen :D.
