Report a translation problem
Be honest, you just want to harass people on their steam profile. The in-game report function is what you are supposed to use. Steam has no monitoring power on the cheaters in this game, your report does nothing on steam.

No rational person is going to be tracking down someone on steam to report them for cheating only to have Steam tell you to report them in game....... looneytunes.
The Steam report feature is for community violations and such, like if someone had nudes on their profile, racism or anything else than breaks TOS. Valve are not interested in people who are cheating in CS2, let alone someone cheating in a game they don't develop.
Steam does in fact ban cheaters and has the ability to use clips and screenshots to do so.
They do it for almost every other major game. Like Day Z and Dead by daylight.
