You're just taking away the advantage that the Lewis Gun has.
23 rounds is still quite significant, especially in terms of opportunities to make mistakes, miss or longer-lasting engagements. Also the reload time angle is negligible since the difference is a measly 0.5 seconds.
And yes, while the Lewis 'feels' punchier. It's only 3 more damage than the m60. Which *does* mean you'll kill players in one less bullet (6 Bullets to 7 on a light) - the m60 is shooting 120 RPM faster, which according to the chart *is* technically faster in TTK than the Lewis Gun.
If you make the m60 more accurate - again - you're taking away the advantage that Lewis Gun would have in being the more controllable and accurate LMG.
