SOLVED IT - Out of Video Memory......
I had the BIOS settings set to overclock the processor and RAM, I set the default values in the BIOS and the game worked after that

Nope guys it doesnt work, it worked only one time and after the same error with out of memory, i didnt know what to do

SOLUTION: I found a solution to the error: Out of Video Memory. Yesterday I found solution, you need to run steam as administrator. You need to right-click on the steam icon and there will be a line to RUN as administrator. And after that it works OK, after launch the game

My computer settings:

nvidia 4090 rtx
version of driver - 546.29
13th gen intel i9-13900k
64 gb ram

Download MSI Afterburner and underclock the GPU by -502 core clock and -502 memory clock and tell if it helps. I did this for my GTX 2080 and the crashing stopped. I tried to mess around with CPU, Ram and pretty much every driver and nothing really helped with the core problem of UE games crashing because of a GPU problem. It probably has something to do with UE memory leak that drains your GPU's memory dry, I sometimes could play 1 game and other times it just shut down instantly, super weird, at launch I had a couple of games without a crash but UE is an engine that collect data and it probably collect some weird data that instantly use up all of your GPU memory.. I used to be able to play PUBG, Fortnite and UE games without a problem but they changed something in a recent patch or update.

Also, lower the settings for shadows and raytracing and unneded stuff in game to put less preasure on the GPU to give you more free memory, it will help the underclocking further. All you really need when you play is to use AA to get sharp edges, everything else is just a bonus. Many games still also run better in Dx11, Fortnite runs WAY better in Dx11 for me than Dx12. The Finals can not run in Dx11 because the developers disabled it ''for some stupid reason''...

Underclocking your GPU probably creates a gap between its maximum factory load and what it can load in game. It sucks to lose performance but UE is a broken engine that cause problem for CPU and GPU at a scale that no other engine does.

You need to go into BIOS and you just need to change the multiplier on your performance cores only from x55 to x54

I did this and it worked. Your CPU has an issue with unreal engine 5 games basicvally, its a known fault

a friend of mine just set launch options to force the game into windowed mode and 1080p (he has an ultra wide 1440p monitor) and then was able to load the game, change his settings to normal and then restarted the game removing the launch options and now has no problems launching the game.

Most UE4-5 games got this memory problem as of recently, it is not just The Finals. It is something they screwed up when writing the code for some UE patch since CPU's and GPU's need to be underclocked to even work properly in UE. Even those who make and compile UE games underclock their GPU's to not stress it out with memory leaks, some even force Dx11 because Dx12 is highly unstable and still very experimental. I tried to find a solution for 1 week and the only thing that fixed anything was underclocking my GPU, I underclocked my CPU like crazy and it did nothing but I have Amd 5800x not Intel.

You could also just not max out settings.

Seriously though, I love all these kids with 4090s that think they are supposed to be able to max out every game. I know they are kids, because if they weren't they would remember that games like Crisis 3 and GTA 5 could not be maxed out on the top tier cards when they came out and couldn't be for years.

I laugh at them because not only is it stupid to buy a card with the first year or two of it's launch, because drivers will be a hot mess, but because they have no idea what they are doing, yet spend more than what some people do on a car. PC newbies are silly. (and also annoying as ♥♥♥♥ when they wanna drop Negative reviews because they have no ♥♥♥♥♥♥♥ idea what they are doing but want to blame the game or devs, but I digress lol)
