Pretty similar setup and it works flawlessly, however - also had a game that was stuttering mess.

on+boost for some reason is causing stutters
try turning it to on or off instead.
If you're on Windows 11 and would like to unpark your cores to test it out. Here's how. Change it back to 64 to revert back to the original setting. You can also save a backup copy of the original regedit in case you want to revert back as well.
But then again it might be the servers itself.
are we talking rubber banding? running in spot?
or frame rate stuttering?
if it's rubber banding it's most likely the servers
if it's frame stuttering, it's not going to be the servers
it will be ether a setting in game, optimization on their part, or a program on your
pc that is causing it.
