cap it little bit under the min FPS you get in big fights, if you get around 160fps then cap it at 140fps and you will be fine.
Use Nvidia Profile Inspector to cap your frames
& In the game's graphical options turn down EFFECTS to low
If you're thermal throttling it's about time you opened up your pc and cleaned it out.
Or actually, the higher your fps goes the higher your CPU usage will be.
My 13600k doesn't go higher than 50 % when getting 120-160 fps, because the GPU is maxed out.
However a hexacore like 5600x will probably be maxed out when the fps is 90 or more.
And probably won't get much more than 90 fps.
The thing is that I have already limited the fps to 100, but it did not really help to solve the problem with CPU utilization, lower graphics settings do not fix the situation at all.
This is not thermal throttling when the 1% lows were twice as high in open beta
They just temporarily removed Directx11 mode

I am using a 5600x and RX 6700xt and I can get steady 165 FPS at 1080p, High, FSR 2 balanced, no Raytracing, but yeah, it gets steady 100% CPU usage. Wild.
I have a good cooler, my CPU averages at 70C when playing this game, but I'd not want to keep my CPU utilization at 100% for long periods of time, especially when I'm just gaming.
