I'll break it down a little for you. Devs don't care about leaderboard and never clean them up. Cheaters love having their names on top and will cheat their way there to get it. It's a proven fact. When the same guy is #1 on every single leaderboard by a mile, something is fishy there. They also have a twitch account and there have been many people that cheat while streaming and hide it to appear like they are better than they really are.
Maybe they are on top of the leader boards because they are an objectively superior player. Unless you have actual evidence, relevant to this exact situation, you may be making assumptions and jumping to conclusions.
I agree with avallac, just because they good don't mean they cheating. Take your meds.
