There's absolutely no logical excuse to not include text chat. If someone has a problem with another player being a chatterbox or is saying something rude, players can simply choose to mute the toxic player or opt-out of text chat completely, like you already can with voice chat.
I hope people also realize that being toxic in an online video game doesn't just stop at verbal communication. People can also use in-game actions like Teabagging or exploiting cheap tactics to also be toxic.
No matter how much you try to negate or remove communication options in an online video game to counter toxicity, you can't stop humans from being humans.

And that's perfectly fine if you choose that option.
But everyone else who does want it, should have it.
