You can run at native when using TAAU and the scale is set to 100, or when using DLSS and it is set to DLAA, however that doesn't eliminate all of the downsides of temporal forms of Anti-Aliasing (like the ghosting and blurriness).
TAA has very little impact on performance. Your pc just sucks.
Btw in the config file you can disable a lot of things.

UE pushing tech so much has created an inverse of PS1 graphics. Where before they were really ugly because of how primitive they were and now games are hideous to look at because they're full of effects and crap that ruin the visual experience. Latest Avatar game suffers from the game having too much good looking foliage that it's impossible to find stuff without using the options to highlight stuff.
Probably a cpu issue. You need an upgrade it seems. I got 200-250fps on the beta at 1440p and get the same now
