I am having this issue too. I've tried a lot of fixes and problem still isn't solved. I will try the unreal engine download.

I installed and launched unreal engine 5.3.2 from Epic Games Store. It fixed my issue. The finals is launching now.

I tried every single thing guys, but I am still getting the error, I downloaded the latest version of unreal engine from Epic games and it even runs seperately on my laptop, but when I try to open the game it shows me the option to still download the prerequisites eventually leading to that 0x80070001 error...
Even tried installing all the C++ redistributed packages. Plzz help guys...

I solved the issue for a friend by doing the winget upgrade command in cmd. He had the problem where he couldnt launch either CS2 or the Finals. He did everything in this thread, but nothing worked. After trying the winget command it worked.

HOW TO DO IT
- Type cmd in the search bar
- Rightclick on cmd and "Run as administrator
- When in the cmd, type winget upgrade
- It will now do a quick scan. (It will probably ask if you want to proceed, just type "y" and Enter)
- Now type winget upgrade --all
- Let it finish the upgrade and dont touch anything while it upgrades
- Once its finish you can close the cmd
- Try and launch the game again

* If it didnt solve the problem, ask the Lord for forgiveness......Or just reinstall Windows
