Ok, well that's not how it works.
No, disabling crossplay won't let you play with Xbox and Playstation players. So currently you're facing PC players no matter input method. And yes, we're stuck with aim-botters until the developers change something.
I understand crossplay like that:
Turn it off:
1: You play on kb+m, you're only gonna matchmake with other kb+m players, controller input is blocked
2: You play on controller, you're only matchmaking with other controller players, either that's other PC players or console players (really doesn't matter imo, but i could see an argument that it should only be allowed with other PC players playing on controller, i would be fine with either)
Turn it on: You're matchmaking with everyone else who has turned it on, regardles of input method or platform
Disabling crossplay in some games will result in very long que times as the player base is cut drastically and you might not be able to play with your friends.
However, disabling crossplay for the Finals on a Xbox or PS will surely be beneficial to get rid of almost every cheater as they mainly reside on PC and those systems use a sandboxed environment if not exploited. Only very few will try to hack their console as it's both intricate and you can't upgrade your system later on when new firmware patches holes and so on. Anyhow I wouldn't go ahead and buy a new console solely for this game.
As a side note I think it's a huge problem that sites like Twitch don't distance themselves or will not take action against cheaters. And when popular streaming cheaters like Nadia get destroyed in judged tournaments there's all kinds of excuses.
