There's a delay before you can activate after placing it but if it's not that then it's probably bugged.

you have to wait like 4 seconds before you can detonate it, the light on the detonator changes colour (to blue i think?) to let you know when it can be detonated

there is a crazy delay on blowing it up after throwing but i have heard my teammate say things like "wait where did my c4 go?" and "did that even explode?"
makes me think that there are times that the c4 explosion is either silent or it just poofs

It lights up when the charge is armed, takes a couple of seconds. You can't use it like idiots in COD.

It deals around 300 damage on a direct hit if I'm not mistaken. So having it activate instantly would make it turbo broken (imagine running in and just blowing up 2 M classes just like that).

They balanced out the high damage potential with a small AoE and long delay before activation. If you want to use it for kills you need to plan ahead.
