DLC content that was already claimed in any capacity is no longer refundable, this includes premium currency and battle-passes.
The only exception is gross negligence by the developer (for a recent example, see: The Day Before).

You cannot REFUND DLC or microtransactions.
That's how steam operates.
Only full games.

you can't exchange a battle pass or other microtransactions, it also says that if you buy one it would be stupid if you buy a skin you like and want your money back after 1 day. so think twice about what you buy.

the two hours are only for games and the dlcs ingame transactions from a free to play cannot be refunded

never understood why people are so quick to buy stuff, you still level the pass up without owning it so its better to just buy it at a higher tier if you notice ''oh ♥♥♥♥, i have leveled the pass up quite a lot''
