with a mixture of high and epic settings,1080p with AMD FSR on quality
i was getting around 80-90fps on a gtx 1070 and i5 8600k @ 4.6ghz
i did notice that the game is far more cpu bound as i was always at 100% cpu usage
and like 70-80% gpu. My system isn't exactly high end anymore
but it ran the game pretty well.
From my understanding, This helps for better comparability to reach more players as many GPUs max out at 4gb vram and might not meet the minimal requirements, the work load is offloaded and balanced onto the cpu. This also raises the Frames Pre Second (FPS), and this is desirable for competitive gaming where they want to max out the FPS, some will even play on lower graphic settings to get that result.
This is a good direction for the gaming industry, rather than steadily increasing the requirements every year till pricing out the consumers. Looking at Alan wake 2 minimal requirements that was released recently in the past week its 6gb vram, 16gb ram, 90gb SSD (not HDD), which is pretty steep for the average consumer who don't have dedicated gaming machines that they can afford to update every few years, not to mention the recommend and ultra requirements are much higher. So it makes sense to have reasonable system requirements to gain a larger player-base.
Dusting off the coolers may help to some degree. Depending on how old your PC is, the best way to go about getting the most out of you system is to apply new thermal paste on your GPU and CPU. That requires you taking apart your computer and its components. The CPU is easy to do. I would check your thermals and report back. MSI Afterburner has a great for looking at that.
