They were making both at the same time. This one was progressing faster, so it's coming sooner. Do you really need it spelled out for you? Have you never worked on projects before? JFC.
I'm pretty sure they have enough people or they wouldn't do this.

Thought ARC-R looked neat, but I'm not holding my breath for either of them...
Hold on, are we really still at "A company wouldn't make a terrible mistake and crash and burn" levels of naive? After all the hundreds of abandoned, broken games.

What this means is that Arc Raiders' scope grew a little while The Finals was nearing completion much faster. Releasing two games at the same time is shooting themselves in the foot. Their reasoning and their decision make perfect sense.
