I got it on Impossible Ravavenge, saving full Vibe Power for beat number ~300, then just hitting all of that. Basically you get the full Vibe power + the extra duration of the Vibe you get from that section, so if you're good enough thats where you can get it.

Ahem... (Shhhhh, it's a secret)... You can easily get the achievement Electric Avenue by playing almost any impossible difficulty rift with the Golden Lute modifier, just save your double Vibe Power to unleash at the right time.
