Y'know, I literally had that same thought while half-asleep last night. I'll give them credit for that, at least.
after seeing him at the start, i then thought maybe it was either a red herring (like a shapeshifter), or it was some alternate universe shenanigans. all the burger scenes really made it seem like that
then at the finale i was praying that there would have somehow been another villain, but no its actually just him and nothing else
The ending does feel a bit thrown-together overall. Or maybe rushed? There's not really any story to chapter 5 in general. The plot overall seems like it's setting something up with Heph and Nocturna's chapters being about the way that bringing people joy through art is protecting them from the rifts, and add in Cadence's design being a rock musician the story feels poised to set up to do a big concert that would save everyone - and that could lead into confronting the Necrodancer, with more lead-in than just you chasing him around for a while.
Ouch, harsh. But I get your point. Maybe I'm looking at this from the wrong angle, it just seemed too obvious because it was everywhere prerelease, y'know?
But that second part also might have something to do with it, it did kind of take a hard left turn into LET'S KILL THIS GUY without a lot of segue, almost like it was rushed.
