Timeline building Photo Rally

The Timeline building in Ijincho is the last one I need for the Photo Rally, but I just can't seem to get the icon to pop up, regardless of distance or angle. Is it bugged, or just very picky?

Same bug here. I've talked with Sega support about this issue but they didn't gave me a solid fix. They just told me to try reinstalling the game in the C: drive because it can lead to problems if it's in another one... and that's about it. I can't do it because I lack of space but maybe you can try it.
