What's really surprising is that Kiryu is an absolute living legend among yakuza yet plenty of his old friends and acquaintances don't recognize him. It's like he has Clark Kent's superpower of dissembling.
Kiryu is the 3rd chairman of the Tojo clan and one of the most famous Yakuza in Japan, Do you think someone as obsessed with the Tojo clan as Ichiban doesn't know who Kiryu is?
I mean, do you know how lame it would be if each time you met a character in game you had to be introduced to them in each installment ?
Go read a wiki on LAD and it will explain all people.
So, to the OP: Not a plot hole -- you just are not paying attention
Well he did not recognise him or know who he was during the events of Yakuza 7.
It is never explained how Ichiban learns who Kiryu is between games, although since they make it so obvious that the Geomijul already knew during Yakuza 7 it's not exactly a stretch to believe that's how Ichiban found out somewhere during the time between the two games.
And with how close Date and Adachi are, it is plausible that Adachi also knows who he is. So even if all of that is true, there are 3 people close to Ichiban who will tell him who the mysterious stranger is.
When the fighting during the announcement for dissolution breaks out, Kiryu appears with Majima saying "I knew you weren't dead" and Saejima saying "The Dragon of Dojima."

This scene is in Yakuza 7 as well. Still doesn't explain how Ichiban knows, considering Ichiban encounters Kiryu after this happens in that game and still doesn't know who he is.
