Don't forget that two of Ichi's unique jobs, Hero and Freelancer, are also returning jobs and not brand new ones. They've only gone and made the one totally new job, Sujimancer, for the game. Are you really suggesting that Kiryu should get multiple brand new unique jobs simply because he is the legacy protaganist of the series? To say nothing of how this game has been pegged as Kiryu's final game in the timeline going forward with his future appearances being almost entirely in the past. This would mean his jobs in IW will likely have no usage in future games, whilst everyone else's unique jobs will potentially have a reason to return in the future.
