I got in the habit of always keeping multiple, frequent saves of every game I play since '90s survival horror game manuals told me to. It's a good habit, because stuff like this happens.
I'm honestly surprised quitting to the main menu and restarting the game didn't fix it last night so I'm kinda not very hopeful right now.
Ah I found a video of it, it's just after going down the stairs after the cutscene: https://youtu.be/zRN-0aVuXSw?si=tk97gUbI6HPMfiFK&t=1990 , apparently, that's also what unlocks the Taxi on the map for Kiryu. If that's what you're missing try going back to the apartment and going down the stairs again maybe ?
most games i play are action games and shooters so you only get the autosaves and thats it. but the thing is if an issue comes up like that in an old game there is no fix other than restart which makes it worse (unless its a game with multiple saves/quick saving). whereas with a modern game if it does come up which is still not often, it gets patched. but thats purely for soft locking, modern games have infinitely more problems than a lot of older games did
just tried reinstalling just for the hell of it, still nothing. that save file is just ♥♥♥♥♥♥. so my playthrough is over 57% of the way through at 67 hours.
