Honestly, the tutorial for Mahjong in this game is a bit lacking :D . And good job on noticing the discrepancy, most people don't notice it without having been told :) .
First one is that making combinations is not enough to win a hand, you need all those combinations to make up one of the hands that awards points. Some of those combinations require not to have used any tiles discarded by an opponent (ie. keeping your hand concealed).
Second one is about riichi (you might have heard your opponents say that from time to time, and usually, they win a bit after). You can declare riichi when you are 1 tile away from a winning hand, and you have to do it manually, there is no prompt or anything for that. On the keyboard, you can do that by pressing R. You can actually press R every turn, it will only propose you to call riichi if you're 1 tile away from winning (which is greatly helping know where you're at). When you call riichi, you then select which tile to discard, and the game will show you what remaining tiles in the draw pile will make you win, so you can select the one with the best chances of winning. After that, the game is on auto-play until you draw one of the winning tiles, or someone else wins before, or the draw pile gets exhausted.
Honestly, I was about to just give up on that mini-game (after all there are no exclusive rewards for it), but after finishing the game I decided to give it another go and actually learn how to play, and it's pretty fun :)
