Why is Ichiban the naked one and not a woman?

In the part where Chitose steals his clothes and leaves him naked on the beach where the police arrest him and that's how he meets Kiryu... Why couldn't she have been a woman whose clothes were stolen and have been in the same situation? from ichiban?

For example, if the tables were turned that Chitose would have been the one whose clothes were stolen.

In the game the only most erotic thing they show about women is a skill where they show them naked from behind (with fog to cover them) but nothing more.

Ok you are overthinking stuff, ill imply that you didn't played the Game so: He appears naked because Chitose had the intention of getting him arrested because he wanted to get to Akane and at the time she also wanted to do that and It was just a tactic.

Only a male character like Ichiban can be repeatedly raped and played for laughs too. But part of the charm of the Yakuza series has always been the sexism.

It's also silly to say that women aren't sexualized in this game. There's cleavage everywhere. Man-ass is just generally more acceptable by censors than woman-ass.
