149 is Clenchcoat, a lower form of Traumatizer and Barin Von Lewd. I haven't seen one of those since the early game before chapter 6 iirc. I bet that's what's going on with 107 for me.
216 is the Quackpot, the lowest form of Postmortemiser and Dr. Crimson. So it seems like we need to figure out how to get the early versions of baddies. I wonder if there's a time issue, maybe in the evening or night, although i seem to doubt it. Maybe I should check the sujimon raids too. I haven't seen Clenchcoat, Quackpot or the ones I need for a long while.

Turncoat titillator is a lot harder because he shows up in the early game pre-chapter 6 or so. but I found him post chapter 6 (later chapters) in Ijincho, north Ijin Street, north of restaurant row.
Pier reviewer should be very easy to get, I run into him wandering around the docks all the time
