Report a translation problem
The rain is definitely random, but you can tell when it's coming if you look at the clouds coming. I idled at Aloha Beach until the rainbow appeared.
I didn't know there was an achievement for it, personally. I just pay attention to details all over the place as I play the game, and since they mentioned it, I thought there might be an interaction there. I took a photo of it, didn't get the achievement, tried to show them the photo, nothing happened, so I waited for it to rain again, took a better picture (I zoomed in), thinking maybe what I did wasn't good enough, and I got the achievement.
Sadly, they still don't react to you having a legit photo of the rainbow as proof it exists.
