The game runs fine at 1440p 60fps and the drops are very minor at 120, I've noticed I get similar performance at 4K 60Hz, which means it's not a CPU issue, but a GPU one.
Now keep in mind, I tried several things before this. I tend to uncap game FPS and use RTSS as it almost always produces dramatically smoother frame times than in-game limiters. That is the case here, however... if you set the cap to unlimited, the engine doesn't seem to like it, and causes hitching. Even if you're capping the FPS to be otherwise well within a range to where it doesn't drop. i.e. I could set cap to unlimited, then cap it to 120 via RTSS, same stutter. 60 via RTSS? Same stutter.
Either of these options with the in-game cap set? No stutters. Very weird. Especially since even at 4k (with DLSS) I was getting 180-220 FPS. So a 120 cap is well below my minimum FPS, and half of my refresh rate. A bit of a waste, but smoother frames beat more frames, so I'm happy enough with the result.
