Why can't we play as Ichiban in Yokohama in Premium Adventure?

Why are we forced to play as Kiryu in Yokohama? Its Ichiban's territory. Plus he has his own street battle music for it. Why can't we just switch between Ichiban and Kiryu on the fly? It makes no sense. What was the point in even giving Ichiban his own battle music in Yokohama then? They reuse his Kamurocho theme for the brief stint in it so why didn't they just reuse Yokohama crackhouse for Yokohama instead of making an entirely new track?

probably because the game prioritise ichiban and kiryu in hawaii and japan respectively. More importantly why are you asking this in a community forum as if we are the developer of the game? wahaha
