My guess here is that they didn't understand the scale of the crowds they'd be instituting in Honolulu until all the nameless NPC chatter was already recorded, and they did said recording at a scale more in keeping with their past games. After all, the chatter of passersby in past games repeated just as frequently—it's just that there was much, much less of it going on. I've got that one girl's phone conversation with her papa burned into my memory for good.
They definitely should have gone back and recorded more Honolulu dialogue. That would have been the best option. Second best would be to at least have flags to prevent the same audio clips from being heard simultaneously, because yeah, that's exactly as embarrassing as you've pointed out.
One obvious problem with the idea is the rather blatant fact that they didn't have a large pool of English voice actors to tap. Basically every unnamed NPC in the game, no matter what they actually look like, sounds like "thoroughly generic American", and I doubt they had more than six different voices handling the entire population.
