Where to find "Bill" for aloha link (mobile vendor little japan)?

Hi all, i have just spent the last hour trying to get bill to spawn as my second to last aloha link (I need him 2 more times) I tried to get to the park on Fuji street in little japan from all nearby taxi dropoff points.

This is the only location I know for sure that he spawns, the guide I found says he is a mobile vendor with a cart in little japan and the picture taken shows him in the park on fuji street.

I am looking for someone who found him in a different location or alternatively how to get him to spawn in the park on fuji street consistently (additionally the distance needed to spawn them in as I am concerned that some of the taxi stops are too close). I am currently on a sunset/evening per the story and so there are the herb spawns in the park but I am unsure why these would cause any problems.

I dont know if it was glitched at the time, but essentially I just kept loading in the shrine cab stop after closing and reopening the game each time I found him just to ensure that the rng was reset, there doesnt seem to be any sort of distance requirement to spawn in the npcs.

Thank you for the tip here bro. but as a clarification for spawn behavior, you can just continually quick travel to the cab spot outside the shrine and he'll eventually just spawn, no need to close and reload or save and load.

I’ll add in that if you don’t want to spend the money(as he was not spawning for me after multiple taxi rides), there’s a Sujimon Gym right next to the park that you can enter and exit to trigger the spawn.
