I've got the satisfaction and popularity levels high enough for 1 star and a level 20 building talent but Kenzo only has an option for upgrading my tools. Am I missing something?

Did you clear out entrance and tree? The sign to do so is in their respective zones. This is where you need building talent at.

The more you progress the clean up yourself, the cheaper the cost will be. You cannot clean up the zone yourself naturally, Kenzo has to finish the job.

You have to clear the first 2 purple areas by talking to the signs & paying for them to be cleared. The cost is cheaper the higher the clear level of that location is, based on how much you remove the garbage. Kenzo offers this service from the signs but does not bring it up if you talk to him directly.

Once those two areas are clear and you have the satisfaction/popularity levels, talk to the main shop guy to progress. He will call the review board and upgrade your resort's star rating, along with some other goodies.
