So his company was already hired at this point? Guess I missed that information
And when Adachi is going over the items taken throughout the day, he even mentions something along the lines of "that about covers it for what they hired us to do."

Yes!!! Ollam literally wrote the book on this stuff. He's an absolute legend and the reason I started honing a physical security skillset!
That's probably deliberate; you're meant to wonder WTF until Adachi mentions it's completely legit.
A big part of his character is understanding how the downtrodden don't have the luxury of taking the road available to more "respectable" members of society, so he's doing the best he can within the limitations, even if it means using the same technical skirting of the law because that's the only way to have them avoid relapsing into outright crime.
